A good wireless arduino communication device for helium balloon that is supposed to fly for altitude of 10 km

I'm finding a sensor for my project, which is going to fly the helium balloon and collect pressure/temperature/humidity data from around altitude of 10km. is there any good wireless communication device for my project?

Not for this distance and without a proper license.
Anything legal will cut before or be subject to interference.
The next best ting would be a 4 or 5W UHF transmitter - assuming free line of sight.
With a directional antenna on the ground you should be able to collect data for a while.
But keep in mind that the balloon won't stay on top of you, so you need to add distance to the height as well.
