CAN YOU USE A LAPTOP CHARGER AS A ELECTRICAL BALLAST FOR LIGHTS?

HI I HAVE A 65 WATT CFL , A MOGUL BASE AND A HP LAPTOP CHARGER THATS 65 WATTS AND PUTS OUT 18.5V AND 3.5A ,  I KNO  ENOUGH ABOUT ELECTRICITY TO KNO THAT MY LIGHT WONT PULL MORE AMP THAN NEEDED, 1.08 FOR MY LIGHT, AND OF COURSE WONT USE MORE THAN 65 WATTS, BUT I DONT WONT TO TRY WIRING THE CHARGE INTO THE MOGUL BASE WO SOME CONFIRMATION HERE, FROM WHAT IM THINKING IT WONT START ? CAUSE NEED HIGH VOLTAGE AT GITGO? WHAT DO YOU GUYS THINK ? ANY IDEAS TO CONVERT IT SO I CAN USE THE CHARGER AS A BALLAST ?

A florescent light is a discharge tube. It requires a lot more voltage and current to get it to ionize than to keep it going - This is what the ballast /starter does - It provides a high voltage for a brief period until the tube ionizes.

Your lap top charger isn't going o do this. Give it a try.

Electronic ballasts contain a small circuit board with rectifiers, a filter capacitor and usually two switching transistors. The incoming AC current is first rectified to DC, then converted to high frequency AC by the transistors, connected as a resonant series DC to AC inverter. The resulting high frequency is applied to the lamp tube. does not the charger have at least the parts to do this since they are 65 watt as well? , if i made the circuit myself with the hi frequency inverter? which their are several engineering sites that show how to bread board one and im confident i can do it .

I don't think so ballasts for fluorescents put up to 20000 pulse per sec( hz) out it chargers 0 hz. Take apart a dead cfl and it will have a ballast 2 of those in zeros will work. https://www.instructables.com/id/Take-apart-a-Compact-Fluorescent-Bulb/
