Yes, you can use it,

Fevikwik, a cyanoacrylate glue, can be used to bond substances like all types of metals & alloys, ABS Plastics, PVC (Rigid-Plumbing Pipes & Water hose pipes), Polycarbonate and Polystyrene

Fevikwik does not bond surfaces such as Polyethylene, Polypropylene, EPDM rubber, Silicone Rubber and Teflon
Yes it will glue the pipes together but won't stand up to being pressurized in any way. You wouldn't want to use it for any kind of air canon or water pipe. Besides the pipe glue would be cheaper than using a bunch of super glue.
So..... Fevikwik is an European Superglue?
I Googled it and it is just a different brand name for super glue.
