Can a battery to be charge and discharge at the same time?

i am working on a car use  a 12V battery.I put a dynamo giving 12V on the wheel and i connect the dynamo to a diode then to the battery so the battery can be charged.how can i know if the battery is charging? do i need a voltage regulator? if the battery charged and discharged at the same time will this damage it?

No.
But you can apply charge and load at the same time, the battery will either be charging or discharging while you do it.
For a 12V lead acid battery you'll need ~14V to charge, but for a "dynamo" a regulator wouldn't normally be necessary.
An ammeter will tell you if the thing is charging (with no load)

+1 but when do we have to use a regulator except for an excessif applied voltage

If your charger can put out 5 amps... but you are using a load that drains 6 amps... then ONE amp is coming from the battery... it will SLOWLY drain. If you are using a load that drains 5 amps, then it will not charge nor discharge.
