Can you charge and use batteries, from a solar system, at the same time?

I am planning on making a solar system to power some things, and I was wondering if the batteries could  charge while they are being used.  Or will I have to turn off the panel while using the power from the batteries.  From the research that I have done it looks like you can.

If you are using more power than the solar cell will provide then the battery will make up the difference.  If you are drawing less power than the solar cell is providing then the battery will get the extra charge.
