The best way to get some saltpeter is to buy it, but if you cant buy it, than:

2HNO3 + K2CO3 = 2KNO3 + H2O + CO2
HNO3 + KOH = KNO3 + H2O

Or if you don't have nitric acid, than you can make it from other nitrates.
2XNO3 + K2CO3 = 2KNO3 + XCO3
You can get 95% pure KNO3 with recrystallization.

Or you can make som KNO3 from urine, it is written on wikipedia. It takes long time and it is disguisting.

You're better off just buying it, for reasons better explained by lemonie. You can buy it at drugstores, but you'll probably have to ask for it because it's not something that sells a lot.
