As for the lights, a 4017 decade counter + 555 timer IC would easily perform this task.

the 555 pulses which increments the output of the decade counter. If you want 1 2 3 4 off off off off off off (for the delay) you can hook one of the outputs to the reset pin on the decade so the delay is longer or shorter, For example, if you hook the 6th output to reset, you get 1 2 3 4 off 1 2 3 4 off (etc)
