How can I build a Voltage control circuit?

I want to build a circuit that has a Potentiometer, a switch, and a three digit display, that will give out a voltage of between 0.1-24V so that I could connect it to my breadboard.
I'm not an electrical engineer (yet) so I don't know how to build it myself. Can someone give me a schematic?

Also, do you REALLY need to go down to 0.1 V ?Most regulators let you get a minimum of 1.2--2.5 V, unless you take extra measures.

I don't really need it.
Makes the circuit a lot easier
Look at the L200 voltage regulator, and buy a meter off Ebay.
