Spend your free time going back and grammar/spell checking all your questions, answers and instructables. Then pick some of the worst ones on the site and do the same for their posters.

My son who is your age also complains of boredom. It is not a matter of what you can do because there is a gazillion things that you could do. I feel that it has to do with your attitude and your limited experience. As you get older your outlook in life will change and some day you will find yourself wishing to have more time to do things. For now do nice things for your family and others and it will make you feel better about yourself. I wish you the best!

No kidding. Cherish all this "free time" because within a decade you'll be up to your eyeballs in stuff to do.

Hmmm. Are there any clubs in your area that you could join?  Maybe learn to play an instrument?

Do you like the outdoors? Try Geocaching!

Not even after-school clubs? Or are there none that interest you?

Maybe you could try your hand at cooking or baking.

If you're legally able to work, why can't you be hired for legal reasons? That sounds a bit odd...

And why on earth aren't you allowed to go to the library?

Well, I'm sorry to hear that. Hope things don't suck all around... There are other libraries...(and you could call and talk to the librarians to see if there's something they could do to assist you, considering that a threatening thug is preventing you from enjoying a citizen right.)

You could try folding proteins. See http://fold.it

Mowing lawns, raking leaves, etc are great ways for a 14 year old to make money, I made a small fortune that way as a kid, built many models, HO trains, cars, rockets, candy, etc...fully supplied for several years, and since you live in Florida, where the old folk flock, there should be plenty of people who need someone to paint something or clean a garage or cut grass or whatever chores they're getting to old to enjoy themselves...

Learn Karate or some other martial art. The you can go to whatever f-ing library you want and your neighborhood thug will be no threat at all.

Surely there is something you want to be able to do that you can't do now. Learn to do it.
