How could one make merperson-like elbow pieces?

In many myths mermaids and mermen, sea people, nymphs river lords and ladies, and ocean gods and godesses have fin-like flaps of skin on their elbows to help them move through the water. If anyone knows how to make this or where to buy it, please tell.

I'd suggest attaching fabric between the sleeves and body of a shirt or body-stocking or something of that sort. If you really insist, you could affix it directly to your skin using liquid latex or a similar skin-safe adhesive.... for that matter, you could model the fins out of latex; see many instructables for descriptions of how to work with this material.
