How Do I rotationally cast a tapering object (a chandelier arm) with resin, at home?

Yes but I do not have ability or time to make such.
Any alternatives ?
It would help if you could be more specific about what you are trying to make. I might be able to suggest some alternatives.

I am making Chandelier arms one at a time
When they are all cast They will be joint together

I need them to be hollow because I have to get the wiring through each arm to attach to a light bulb at the end of each stalk.

The largest arm I have to cast is 30 by 10 inches aprox.
You might be able to make this without casting. If you use a vinyl tube or narrow pvc pipe, you should be able to form the arms. Then you could use fiberglass sheets and resin to build up the design and get all the pieces assembled. Then just sand and paint. The tube will allow you to run your wires at the end.

That is a great Idea,
I actually concidered that earlier but I need the pipes to be translucent Amber colored and it would need to taper seamlessly. Any other ideas?
I know that you can get translucent tubing in a variety of colors. Here are a couple of links that you can look at. I'm not sure about the tapering aspect. You can probably achieve that with the resin and fiberglass sheets and sanding; but some of these companies make custom vinyl orders, so its something to look into as well.
Here's one I made.
Its powered by a cheap electric drill motor/gearbox. We used it for a very heavy aluminium mould tool.
