How do I fix a certain problem in Windows XP?

During a recent freeze, I cut the power to my desktop. Now every time I restart it, it comes up with a black screen with a perfectly operational cursor that receives input from my mouse and tablet and nothing else. I read that it is because no processes are running. Now is there anything that I can do to fix this that doesn't involve me reinstalling Windows? It gives me an option to run it in a crippled "safe mode", so I can access my files.

Wait, does reinstalling Windows delete any files?

Do a system Restore to a point just prior to the hard shutdown.

Open in Safe Mode. Log in as Administrator.
Click Start> All Programs> Accessories> System Tools> Click "System Restore"
Click "Restore my computer,"  then click Next.
Click the most recent system restore point> Click a restore point> Next.
On the Confirm Restore Point page> click Next. The previous configuration is restored and restarts the computer.
Log on to the computer as Administrator and a restoration page is displayed.
Click OK.

I've tried that, except it keeps on telling me that it encounters an unexpected shutdown and could not complete the proccess.

You can try the repair option but I've never had much luck with that. Otherwise you're just going to have to reinstall windows. You probably won't have to reauthorize when thru.
