That's very interesting. Well, the first thing that you should do is to get it clean. A good pre-soak with good detergent is great. Take note that the lower half of the car was covered in tar so use a good removing fluid to get this off. If the car was faded, wax or paint is a good option.

Your very first step is to check for rust. Rust in an automobile is like cancer, if it is there, you have to cut it out. If it has progressed too far, restoration is useless.
Next determine your budget, how much are you willing or ready to spend?
Research; look for manuals, pictures, catalogs, anything that will help with your project.
Survey the car from top to bottom, including a thorough check of the electrical system and wiring. What can be repaired? What must be replaced? Can you do the work or will it have to be done by professionals?
Plan your steps. Restoring a car requires planning, organization and a goal. Do you want a show car or a daily driver.
Once you have that completed, start checking prices, parts availability and resources.
After you have plotted your agenda, then you can get dirty.
