How do you create a guide?

I know this has been asked before, but the answers seem incomplete to me. I do have the Guide button on my Submit page, but there doesn't seem to be the right controls to create a full guide. Is it partially submitted by a member and has to be finalized by staff? I'm planning to enter the Educators' Contest with a guide.

I believe how you do it is: go to the submit page select guide. Which opens an editor (much like one for creating an instructable). Give it a title. You can add the intro text now or do it later. You can add main image too. Then save.

Once it is saved you can browse/search for intructables to add. If you want to add one, got to that instructable and on the bottom right column there should be some text that says Add to guide: with a dropdown box (see image below) the dropdown box should have the name of the guide you just started, and click on add. This should add the instructable to your guide.
