How do you make an ominous fog?

Ok, I need to make a fog. Problem is I don't have a smoke machine, and I don't want to get one. I am trying to figure out a way to make the fog with a chemical reaction. I can only buy so much, and don't have very useful shops near me. So all I am asking, I want to know if there's a way to make a fog, easily.

Also, if the fog is ominous, it makes it all the better.

Also, ominous fogs hug the ground and billow out.

ANY help is appreciated.

What about getting a bottle of the stuff that you pour into a smoke machine and trying to burn it a different way? I don't know if the stuff is cheap or how to use it, any big brains out there that think this is an option?

Dry ice and water baby, dry ice and water.

What do you use the baby for?  To produce the, er, "water"?  Won't that give you a yellow fog?

Use tap water and dry ice. It makes a  a low, ominous white fog.

Aclassic, an still the best low-lying fog to be found.

Mixed beans, garlic, onions, chilli-sauce, 12 hours digestion.

As others have said, you want a cold fog. One way to get that is dry ice in water. Another, if you need to be able to turn it on and off at need (for stage purposes, for example), is to use a standard warm-fog machine but run its output through a styrofoam cooler in which you've placed some dry ice, to cool it off. I don't know, the only fog I was ever able to make was promising so that wouldn't work for you use.

Well, depending on how much you want, you can always use a smoke flare (like the one's on boats).  Of course, these are usually coloured and make a huge amounts of smoke. 

IMO, this looks like the easiest/safest way:
There's a good reason why there are such things as smoke machines - lots of research has proved that their output is reasonably benign. I can't think of any benign chemisry that will give you what you want.
