I am not sure how to isolate KNO3 from fertilizer. But you can get KNO3 from Specracide Stump Remover. You can buy this from Walmart or From Lowes and it is 98% KNO3. This is great stuff but I am not sure how much longer you are going to be able to buy this stuff so easily because of naughty people running around blowing things up
I don't think you're qualified to be working with these chemicals.

Although in general against advice to unknown people about chemicals that explode look >>>>>>>>>>

If you can't do an efficient search i am not that sure you should be messing with these things.

I wonder how saltpeter works the non-explode way.

Just wondering: how do you know that the fertilizer is 28% KNO3? Most fertilizers merely give the NPK values, which are percentages, but not of a specific substance.

Well, what is the other 72% then?

You need to find out about recrystallisation.
