How to merge 2 images together without using photoshop?

I want to know how people merge 2 images together, but most people tell me to use photoshop, which I'd rather not shell money out for.  Is there any other way to merge 2 images together?

EDIT- so apparently people are thinking I want to merge 2 images together into some mumbo jumbo sh*t.  No.  THIS IS WHAT I WANT:

Microsoft ICE, give it a search in Google. A wonderful little program!

Use GIMP, it's free. After you download it, here's how to do it:
  • Go to file, then open up one of the images you want to use.
  • Go to file, and click "open as layers". Choose the next picture you want.
  • Look at the right sub-window, there should be two pictures now. One should be called "background". Click on the picture that doesn't say "background". Then, change the opacity (it's the slider above the picture list).
And there you have it! Here's an example picture. Hopefully this is what you were asking.

There are a host of free "photoshop" type programs. Paint_dot_net and gimp are two that comes to mind. I prefer Paint.Net
