How to program an Arduino? Need help troubleshooting.

I am having some trouble getting an Instructable (Cat Genie hack) based on an Arduino board to work. This is the first microprocessor project I've ever tried and I am hoping someone here might be able to help me troubleshoot. I figured by posting the question here I might be able to get more help, faster, and from people who have experience with Arduino code. If I can't get it to work with a simple code fix I'm hoping I might be able to put something in the code that will allow me to troubleshoot where exactly the problem is occurring.

You did the right thing to ask on the instructable itself: if it's not a hookup problem, and its compiling correctly - I really can't think of anything other than a new cartridge revision...
