I just made an instructable by unpublishing then editing another instructable I had-

is it possible to delete the rating and comments on this instructable?

You'd have to delete it and start again. As the system goes, it's the same Instructable even if you have edited the content a lot. L

Once you've published them I don't think they can be unpublished without deletion. But you can make as many as you like without ever publishing them. (And because you can view them you can send other people the URLs) L
