I wonder if it is possible to make a windshield that would fit on the handlebars of a bicycle ?

Make a windshield that is removable also..

Yes it is possible. In my family, we have made custom windshields for ATV's and other off-road vehicles using plexiglass and a frame. I would use standard bike clamps used to secure other accessories (rubber or foam lined) as they should work quite well. You could either weld the frame to your clamps, or secure them with screws. Either way, it should be fairly easy to remove.
