I find the measurement jeff-o gave to be about right 2, tsp arrowroot for one Tbs cornstarch, however If you can have wheat I find flour is a better substitute in some recipes. I use arrowroot for puddings and the like but find that in sauces and gravies it give an odd texture and so I prefer to use flour. (I am allergic to cornstarch as well)

For one tablespoon you can use: two tablespoons flour one tablespoon potato or rice flour four teaspoons quick-cooking tapioca 2 teaspoons arrowroot (borrowed from Yahoo! Answers)
