Is there a substitute for cream of tartar?

I wanted to make the cookies in this recipe. But it requires cream of tartar. Is there a substitute I can use? Because I don't know if I can buy it here.

3 parts lemon juice instead of 1 part C of T, but you may have to reduce the overall amount of liquid proportionately. But cream of tartar should be easy to find, it is a byproduct of wine making.

Baking soda works and would probably be best in this recipe as you want to use it as a levening ingredient here....
