Is there an easy way to change the electrical frequency? From 45hz to 60hz?

How easy is easy? Not knowing anything more than the requirement that a 45Hz input needs to turn into 60 Hz output of this blackbox, I'd make a frequency multiplier followed by a divider.

I need a little more info. Are you saying you have a source of electricity that is currently 45 Hz and you want to change it to 60 Hz? Or you have something that REQUIRES 45 Hz and you want to change that to 60 Hz? Can you give a little more detail about the application and the situation?

Use what amounts to a UPS -- battery charger running off 45Hz in, feeding inverter running at 60Hz out. (You may or may not need the battery in the middle.) Or a motor/generator pair.

The frequency of what? That piece of information matters greatly.
