Is there any cheap or free photoshopping program other than GIMP or Adobe Photoshop?

Paint.net does not have all the features of Photoshop, but it's certainly powerful enough for most purposes. The user interface is also much better designed than that of GIMP. I would recommend it to someone just starting out in image editing who is looking for a step up from something like Windows paint or something like Picasa.

Try Photoshop Elements it has most of the features of Photoshop and is about $50 when on sale.

try sumopaint.net, it isn't as powerful as gimp, but it works.  Also look for a program called photofiltre, I can't remember where I found it on the web.

Photoshop is expensive and GIMP is very hard to work with.
