I found a PDF for your unit that you can download.
You can find it here

http://kitchen.manualsonline.com/manuals/mfg/ge_appliances/ge_gas_downdraft_cooktop_jgp979.html

In the troubleshooting tips area it says :

Control knobs will not turn

Possible causes -- Controls improperly set. •

To turn from the OFF position, push the knob in
and then turn. The knob can only be turned in a
counterclockwise direction. When the knob is at any
other position, it can be turned in either direction
without being pushed in.
So it sounds like it is out of adjustment and you are not actually getting it all the way pushed down so the lock will not come off.

It looks like a pretty complicated unit.

I also found a forum where you can ask your question. Looks like a lot of the problems are related to the igniters.

I would kill the power and take it out to match it with one at the
repair shop and replace it tomorrow.

Or you could call a service man to fix it.

A
Can you take the knob off and clean under it ?
