I have made pinatas that took an awful lot of work (occasionally by adults trying to help it along) to break. I used the glue method. Would the flour method be better?

Hi! Yes, I think flour and water will be better than glue, but definitely try to keep your layers of paper as thin as possible for a piñata, and make sure the top near the string is extra reinforced so the body will break before it falls off the string. It can be a bit tricky to get exactly the right thickness.
