If you want it just for programming simple micro controllers, almost any laptop will do. an rs-232 and/or a parallel printer port might be useful as they are usually a lot cheaper than USB programmers, and some that require rs-232 won't work with an adapter. But in terms of power, almost anything goes. If however you want a quick compile time, you will want one with a pretty decent CPU and ram too.

Get one that works.
Could you be less vague about "Robotic/Computer programming"?

+1. Any machine will have more than enough power to program microcontrollers, or to be used directly as a basic robot's brain.

Get one that fits your wallet, you're not going to do much better than that for what you need it for.

http://picaxe.com you can down load their PIC micro processor programmer for nothing AND it runs best on an older lap top that may well be free!!!

i would say one with a COM port (correct me if im wrong) that usually has the |o|o| symbol on desktop computers, you will probably need one of those ports if you plan to be programming things other than the arduino.
