RF jamers, can the parts needed also be obtained from a linksys cable modem?

As a consumer you are limited to Part 15 of the FCC rules and regulations. This part states that your device must accept any interference received (including that which may cause undesired operation), and that your device may not cause any harmful interference (such as something that would overpower/jam RF signals). The only people in the US that I know of that can legally use RF jamers are some schools. (They use them to block cell phones in class.)
The word "jammer" has certain negative connotations. I suggest searching for a circuit for a "transmitter" for the particular RF band or frequency in which you are interested.

There is no such thing as a legal RF jammer.
