Removing salt from meat prior to cooking?

When you brine or salt the meat prior to cooking does moisture build up on the surface? Should the meat be washed with water a patted dry before cooking?

After the salt brine the meat should be washed under cold water to remove the salt and moisture buildup, then patted dry.

Not really, the salt will extract water from the meat, on the surface that water will mix with the salt creating the brine which then will reabsorb into the meat increasing flavor. This takes some time maybe 20-30 minutes, but, the meat should be dry when you salt it.
