Someone copied my intructable.And taken part in same contest in which I took part.What to do ?

I submitted my first intructable Make Compact LED Lamp (CLL) from a Compact Fluorescent Lamp (CFL) on 2nd June 2009. Link to my intructable is
I also taken part in contest Get The LED Out. Today while I was browsing entries for that contest, I found an entry which is a COPY of my intructable. Link to that instructable is
Only some differences are there in both instructables. That person submitted instructable on 11th June so it indicates it might be a copy of my instructable.
I wonder how judges allowed that intructable to enter in contest.
What to do now?

Theirs is practically nothing like yours. You are reusing a dead cfl, they are building a diy version of a commercially available led bulb. Don't worry about it. Instructables welcomes TONNES of versions of the same project. Look how many duct tape wallets there are. Most are the same. I made a 'foaming soap refill'. A year later someone made...an identical foaming soap refill. Is this bad? No.
...and as you set in your ible - attribution non-commercial sharealike: This license lets others remix, tweak, and build upon your work non-commercially, as long as they credit you and license their new creations under the identical terms. Others can download and redistribute your work just like the by-nc-nd license, but they can also translate, make remixes, and produce new stories based on your work. All new work based on yours will carry the same license, so any derivatives will also be non-commercial in nature. if they used any of your material, they have to give credit - but not for the idea - which was patented years and years ago.
Don't worry about it, the judges and other instructablians are smart and they can figure out when someone stole an instructable or copy and paste text and images.
