It's fairly low-level psychology, if they say "Coming up next" people tend to stick around to see it, and sit through the commercials - you know how this works.
As advertising is a major source of revenue it's important that people watch it. Researchers will often ask people whether they know brands / products, if they've seen recent advertising, because being noticed (alone) can be regarded as some kind of success.

The average 'tv heavy-user' attention span copes with that. It's fact - and their marketing people know it. People always say "I wish there were less commercials" but they never do anything about it - such as calling/writing the stations saying you're unhappy with it.
I don't have cable/satellite as I boycott the entire industry in that sense. Cable is garbage. I used to watch hours upon hours each day. Now I catch some only while at work, because its on, not because I choose to actively watch it.
Try this: Quit tv. Save money, and do something healthy or philanthropic like volunteer.
