I would think that a small lawn-mower engine will work fine? They are used on a lot of Go-Karts and microlights.

Are you asking us to choose between: under seat or in front of?

Can you show us what you've got so far, or a diagram of it?

The vast majority of go-karts have their engine at the back, roughly over the rear axle.

Depending on how wide the Go-Kart is, you could place it beside the driver. I have seen a couple Go-Karts that had their engine beside the driver. But in order to do that, you'd need to build a shield to keep the driver from burning themselves.
