Have you tried looking up electrostatics in Wikipedia? If that's too technical, you can follow the recommended link at the top of that page. In any event, that should provide you with a more coherent explanation than getting multiple brief answers here.

Could you be more specific with your question, in terms of how you think electrostatics are related to chemistry?
