What is the best way to affix a hose with a 1/4 " inside diameter to a pvc pipe with a 3 " inside diameter?

Kind of like what this guy has in his instructable video:

but a lot better.  For my application it has to be something that can be tightened down into place.  It has to seal.  Also instead of a mason jar I'm using a pvc pipe.
