What is the cheapest way to make a 3D printer?

Time is not an issue, skill level might, but shouldn't be.  I just want to find a good, reliable 3D printer kit.

Ultimaker, reprap and Makerbot come to mind. Search.

Try the Fab@Home.Buying a complete kit is not very cheap (like 2500 dollars) but they provide lots of information for building your own. Depending on your skill level you can make or buy the components.
