I'm trying to find what region of France it is from, and it's nowhere online.

According to Wikipedia, that cake was "made famous in Julia Child's Mastering the Art of French Cooking."  You probably need to read that book (library, bookstore) for more information.  Since the book is still in print, you're not going to find the content online.
