Why are some meats labeled Certified Angus Beef?

Why are some meats labeled Certified Angus Beef, is this related to USDA Grades? I have heard that this is just a marketing label for beef from those specific animals.

All beef sold in the USA will be USDA Certified. Angus beef is a brand name, using only Angus cattle, and has another layer of scrutiny above the USDA certification.

Though Certified Angus is a brand name, the additional requirements to meet the standards beyond the USDA usually yield a better quality cut of beef, and they typically have much better marbling.
