Simply, because they're not offered. Since a year's membership ($23) is about the same price as a month's price of many professional websites (often around $20), I don't think this is all that unreasonable. For many small businesses the cost of processing an electronic payment becomes more than they get in return if the amount processed is under a certain figure, say roughly $2.
Because it would cost too much in credit card fees -- they are charged flat rate + percentage. More transactions = more flat rate fees + more paperwork.
Really, quarterly is way more efficient. Alternately, just win contests, or post featurable content and you won't worry about paying because pro is free.
