Will a 700x38 bike tire fit on a wheel that is currently a 700x28?

My wife and I recently started bicycle touring. She is not too comfortable on certain trails/roads with a narrower tire on her bike.

Nope. Common sense...

The biggest problem is your bike frame and breaks.

Some bike frames are too narrow for the wider tire and the tire rubs on the frame or the brakes.

If you have the room on the frame, complete wheels with wider rims are easy to get.

If you mean fitting a 38inch tyre on a 28inch wheel then the obvious answer is no.

700C usually refers to a 622mm dia rim. Im guessing that the 38 is 38mm wide, in which case its not recommended because of sidewall collapse or rim failure.
