My electric scooter batteries died and they are two twelve volt batteries, can i use three nine volts instead or will the batteries die to fast?

They'll die very fast, if they make the scooter move at all. The scooter will probably try to draw 6-10 amps when it starts, which is about ten times as much as the 9V batteries can supply. They might even blow up.
