Would this solar panel charge a USB mp3 player?

Could this solar setup charge an MP3 player? I can't see why it wouldn't, but I don't want to be missing something important...? With .275 amps it will charge slower than with .500amps ?(right?) Would .1v and .1amps charge a battery that needs 5v and 5 amps? Would it just be a slower charge or would it not charge at all?

.1v would not charge your battery, since you need 3.7+ volts to chage a lithium ion battery 5v at 0.275 should be enough to charge your battery
