You have a couple of basic choices; #1 (dangerous, if not careful) an xacto knife or #2) (and i my opinion a better choice) would be a dremel tool with an abrasive cutting disc, so that you could make narrow cuts (grinding) to cut out the patterns for the stencil designs that you want.
