Inside of a capacitor an electrical field is created. When the voltage in a circuit fluctuates, this field "lends" a little voltage back into the circuit to keep it steady.

An inductor does the same thing for current. It tries to maintain a stable current and filter out fluctuations (as best it can given its value).
