Go to no-ip.com and get a web address then download WAMP to host it from windows. For linux download LAMP

Noting what ZEROGX has said, if you want a domain name you'll have to pay for that, the internet connection will cost (someone), and the hardware. If it's small with low bandwidth you might be happy with a free service. If you want something bigger, you'd generally find paying good value for money as compared to DIY.
This one would appear to be a good-guide (from the link ZEROGX posted):

But I didn't see a mention of non-static IP - if your internet access isn't always-on and the IP address can change every time you reconnect , it's going to make things harder for you.

I would continue using a paid web host... They will handle backups and your site will almost never be down.

anyways... https://www.instructables.com/tag/?q=web+server&limit%3Atype%3Aid=on&type%3Aid=on&type%3Auser=on&type%3Acomment=on&type%3Agroup=on&type%3AforumTopic=on&type%3AforumTopic=on&sort=none

then use a service like http://dyndns.com to make a static url.
