how do I make the boots for halo armor?

I know to build around shoes, but what kind should I use?????

If you are asking what kind of shoes you should build around, I suggest comfortable shoes, especially if you are going to wear it for a long period of time.  If you are asking how to build the boots, then you can just google "pepakura halo feet".  That will most likely return a unfolded paper model of master chief's feet, and then you can print it out and and then build them, around shoes like you said.

P.S. if you use a paper model you should definitely print on card stock
