how do i choose a video card

i want something cheep like 50 bucks. the only reason i want it is for plugging it into the tv and waching movies and playing emulated classic games. will a good video card help with emulation. will a cheep video card have blurry output almost forgot i need pci express or agp video card would this do the job http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3053801&CatId=1558

There are VERY VERY few pci video cards left on the market.

video out is svideo, Not sure if this company ships to the states, but that model is one of the few you can use.
'will a good card help with emulation'? The better the card, the more decoding functions are built in - this particular card will have plenty of power to decode modern video. If you're using a recent television, you'd want to use a dvi>>hdmi cable with this, or similar card.

how do i know what kind of video card i can use in my computer
You can use, pci, agp, or pci-e Check with your motherboard documentation to see what kind of port you have. the 3 types are NOT cross compatible., and will NOT fit in each other's slots. motherboard monitor or pc wizard (free editions) can tell yuo what ports are available in your system. (google them)

There you go, now go to a store, or check online somewhere like newegg.com and search for pci-e video card, and look in the price range you're willing to spend. You should see a huge performance increase even with a low end card (over not having one)

many old cards from up to 2000 are pci some have composite / s video out among the old cards 3dfx were the best for most games
