In simple terms thermoelectric coolers use electricity to push heat from one place to another. In these devices heat is moved a very short distance from "one side to the other". It's not very efficient, but it works as long as the hot side can lose it's heat (usu to air through a heat-sink / radiator) L

Thermoelectric coolers use something called the peltier effect to convert electricity into a heat flux between two dissimilar metals. one side hot, the other cold...pretty cool eh? Like a reversed thermocouple!
