If you want to use it for something, the speed will be affected by the load you put on it.
The engine might be 11000 RPM unloaded at full throttle, but you're unlikely to get that while it's doing work.

You may find details on a label. Measuring it with a tachometer as Steve suggests.
Most small weed eater motors are direct drive and will be doing 3000 to 12000 RPM.
