A good artist can make art from whatever he has at hand. I don't claim to be a good artist, but I've made art-like things out of cocktail napkins, plastic model sprues, twist-ties, dry-cleaning bags, handfuls of gravel, aluminum foil, sticks from the yard, and several other found materials in addition to the more traditional media. Art is what you make it.
If there is a particular medium or technique you're interested in exploring, the needs become more specific.

if you want an anti boredom art kit take a back pack and fill it up with paints, art brushes, a clip board, paper, ect. and there you go

I presume you've already looked at the items under "related" to the right, and/or tried a few simple searches here on Instructables and elsewhere?

Though I agree with RMS that part of what makes it art is figuring out what you can do with what you have; these "kits" are useful but it's still up to you to figure out what to do with them -- if you can figure that out, you probably don't need the kit, and if you can't the kit may not help you.

If you're bored, try searching through Instructables to see what projects can be tackled with what you have on hand... or which ones you would like to start gathering parts for, which can become a project in its own right.

A pencil and some paper would be a good start.

You can build from there.  What KIND of art?  If you are going to paint you won't need the same things as if you were going to do pen and ink.
