how do you replace a neutral safety switch on a 1986 chevrolet monte carlo?

It's probably on top of the steering column, under the dash-  removing 2 bolts from the retaining bracket should allow the column to drop down enough to access the offending switch.

Kudos for continuing to use a vintage vehicle.
VINTAGE ? The paint's barely dry.

1986 was a very good year for me, and I don't feel "vintage" at all.
It must be vintage - it was so long ago my memories of it are vague- or maybe I'm just getting to be a geezer!
Vehicle behind me in my picture is my 1975 Landrover 101.  THAT'S vintage,
In 1986, I was driving a 1967 Chevy Malibu. Man, what a great car that was.
I had a '66 SuperSport- miss that over-powered black beast everytime I'm first in line at the light!  (I'm lucky I survived owning that car)
Ah, good times. Good, stupid times....
